US Daylight Savings Time change

Greetings to all,
I am wondering if this is a general observation. On my RH Linux box the
Daylight Savings time is correct, while on the Topspin 1.3 window it
shows one hour less. I will be shortly upgrading to Topspin 2.0 and
wonder if this apparent bug was fixed. Is there a downloadable fix for
this? I did not try to reboot, maybe that will help.
