MSL-300 won't boot or run firmware test

I haven't tried to diagnose the problem yet. Any clues or pointers would help.

All power indicators on the A-3000 front panel are on. Stop-Clear-Disk or
Stop-Clear-Test1 or Test2 puts the Aspect 3000 in a tight loop. Nothing
comes up on the LCD display or monitor. It doesn't appear to be running the
firmware test or the disk bootstrap.
